Abstract

This article claims that innovation in public administration offers possibilities related to the generation of mechanisms that allow for independence in the decision making of public service executives. These executives must translate the vision and general objectives that define public policy into short and medium term results. It also argues that result oriented management is innovating and allows those executives a "right to manage". These public service managers are the ones who conduct in its entirety the value creating process, starting with the analysis of thesocial situation and the support of strategic design to the management of operational processes.
