The project proposes ideas for the analysis of the state’s social management potentialities and limitations and its future roll concerning poverty and social exclusion in Argentina. This is done through the Vulnerable Group Assistance Study from the Social Development Secretary and its application in Tucumán from 1996 in the Ejercito Argentino and Los Pocitos neighbourhood plans, focusing on infrastructure projects.
