Social Housing: An Action Hypothesis

Abstract

This paper presents the hypothesis that a number of measures and specific actions coherently related to topics dealing with the housing phenomena and which are consistently and gradually applied even within limited and invariable contexts, allow to satisfactorily vary results in social housing, producing higher effects than the ones which could be achieved through the introduction of big changes at a general level in a context which has historically proved very difficult for carrying them out. The paper proposes the improvement of the results in social housing actions through a better management of the housing process components, it also presents the assumptions this hypothesis is based upon as well as the methodology used. It illustrates the concepts presented using as an example the three year plan of the Camara Chilena de la Costrucción (Chilean Construction Chamber) introduced in 1983.
